    All of the aluminum clamp assemblies have the two halves welded together except some early pre ww2 versions.
    It is not uncommon to see repair welds on clamp brackets that were damage post factory.

    The brass part you found in gas tank is part of the fuel filter that
    broke off the shut off valve or fitting. The filter is usually broken off,
    clogged or corroded or all of the above.
    Repair MAY be possible. See what others say.
