    I’ll bet the gearcase is OK but the shifter is frozen from corrosion buildup on its shaft. This is common on these motors as they seldom get greased there. Same with the throttle linkage. The two shafts in the handle and the lower bushing which the throttle gear goes in get really tight from being exposed to the elements. Lack of lubrication compounds the problem.
