The power head is a Model 422 which makes it a 1932 Elto Super A rated at 11.5hp.
The leg to me looks like a hybrid of 2 Ruddertwins.
The timer may have had the handle removed for a remote advance of some type.
Here is a picture of my Super A for comparison.
