    Th blockage was inside the carb. As far as I can tell the float is not ‘adjusted to level’ properly. it seems that although the needle valve works with the bowl off (tested by blowing in the inlet with the bowl off and lifting the float up and down) it is not horizontal which means putting the bowl on permanently closes the valve.
