    I to would guess balance weights for lack of better ideas but that sure is a ineffective place to put a balance weight… and crude too… and unnecessarily costly both in labor and material. So…. very questionable??
    Note the drilled holes at the outer edge of both wheels.. that is how balancing is done. Makes no sense to try balancing by either adding or removing weight near the hub.
