I just did a bucket test (oil drum) the other day on an 18 horse Evinrude but I used an old crankshaft slid onto the driveshaft splines with the flywheel nut threaded onto the old crank. A socket and a drill spun the shafts and I couldn’t believe the water pressure it developed. I put my finger over the outlet on top of the exhaust housing and couldn’t stop the flow but I could spray it all over the place just like placing your finger on the end of a garden hose. Doing this confirmed the operation of the water pump.
