There were aftermarket steering to attach in place of the tiller and control from inside the transom. Can be made from 3/4" round stock flattened on ends and bent to follow as needed. I could mail you a sketch for what works here. I can probably get a photo of the aftermarket adapter for the steering I am also using.
The throttle is controlled by a dead-man throttle, and the spark is adjusted by hand. You have to be close enough to start it and adjust the carb, anyhow.
