The oiler wick/felt, is sometimes not present when the ignition plate is evaluated because it may have disintegrated over the years or someone who has done previous work did not replace it. The oiler wick usually comes in a pack of fresh points or ignition tune up kit. If the present one is still good and appears to be dry, then add couple of drops of a light oil such as 3 in 1 oil or the like.
