There is simple reason, but sometimes finding the simple reason can prove frustrating…lol

Couple of thoughts:

Verify that the points cam is not upside down. That can definitely cause a timing issue and a no spark issue.

Check for spark in a dark garage or workshop. If it is shorting, then you will see the shorting spark in the dark.

Make sure the tiller handle is advanced all the way to start and the motor is in neutral.

Post a top view picture of your ignition. Many eyes is better then one.

Its got to be something simple.
