Ok with no battery OR starter, the only thing is a kill switch….that is the mercury switch by the throttle, your last pic, it senses a runaway condition and the mercury makes an electrical connection grounding out one of the 2 cylinders preventing the motor from revving too high., … the other should be for a push in kill button…You will still have 2 wires to the kill button. Look under the carry handle, down below where you would tighten up the co-pilot, should be a round black rubber button, if not still should be a hole where one "should" be.
