    That setting for the HS needle is a "Rule of thumb" for lack of a better word.
    Richen it and see what happens!
    You may also want to richen the low speed needle a bit as well.
    Once you run some fuel through the circuits you may be able to re-adjust as necessary.
    Hopefully you are running a bare minimum of 24:1 mix.
